VOPA ( Virginia Organizing Project Alliance ) is a network of local organizations dedicated to empowering low-income Virginians and building better communities through organizing, education, and advocacy. VOPA member organizations engage in leadership development training, campaign work, and civic engagement to enhance civic participation and influence public policy. As a network, VOPA provides leadership, support, and infrastructure to organizations working at the regional and local levels.

Launched in 1995, VOPA currently has 21 member organizations across the state of Virginia. These organizations are committed to organizing, educating, and advocating for low-income Virginians. VOPA member organizations work on a range of issues affecting low-income communities, including education, healthcare, housing, economic development, and environmental justice.
